Civil Society-Military Roadmap on Human Security

In response to the challenges and frustrations in Afghanistan and Iraq, top US military and political leaders have called for strengthened civilian capacities and more effective civil-military cooperation. The February 2011 Civil Society-Military Roadmap on Human Security is a brief but thorough handout about the perceptions and tensions between civil society organizations and military actors working in conflict-affected regions. It documents a series of exchanges between military and international and local civil society organizations, and outlines 11 key areas where more dialogue, research and solutions are needed.

House Hearing Looks at Militarization of Foreign Aid

On March 18, 2009 the House Foreign Affairs Committee held its third hearing in an ongoing investigation into the proper role of the military in the government's foreign assistance efforts.  Committee Chair Howard L. Berman (D-CA) set the direction for the discussion by asking "And what are the implications of putting a military face on development and humanitarian activities?  How does this affect the way we are viewed in the world, and what is the practical impact on USAID’s ability to carry out development projects?"
