Johnson, Associate General Counsel at CARE USA, and Kay Guinane, Director at the Charity and Security Network, discussing the new aid policy in Somalia. Topics covered include the latest on the new policy, Treasury licenses, and Sen. Leahy's calling for reforming the "material support" laws that hinder humanitarian assistance.

As of September 2011, almost 4 million people in Somalia face an acute food and livelihood crisis as a result of persistent drought and conflict.  In August, the Obama Administration eased restrictions to enable humanitarian groups to distribute aid.  Read about these changes here.
