But counterterrorism measures can also present certain challenges, including areas of tension between international humanitarian law and various counterterrorism and sanctions measures. A recent study from the Norwegian Refugee Council – Principles Under Pressure: The Impact of Counterterrorism Measures and Preventing/Countering Violent Extremism on Principled Humanitarian Action – examines the impact of counterterrorism measures on humanitarian groups’ ability to deliver aid to populations under the control of designated terrorist groups. It also examines what impact, if any, the emerging areas of P/CVE has on principled humanitarian action.

This online discussion will review the current legal landscape regarding counterterrorism measures and identify key challenges and considerations for nonprofit organizations, including mitigation measures. While the broad and complex nature of the counterterrorism legal landscape can engender uncertainty surrounding certain issues, a clearer understanding of the legal requirements and potential strategies for addressing possible challenges can provide some level of assurance.
