Earlier this year, a House of Representatives Committee sent letters to a handful of nonprofits, accusing them of acting as foreign agents. In the wake of this attempt to stifle constitutionally protected speech, nonprofits are wondering what powers Congress has to investigate organizations, what nonprofits can do in the event that they become the subject of one, and how these attacks can be neutralized.

Winer has been the United States Special Envoy for Libya, the deputy assistant secretary of state for international law enforcement, and counsel to United States Senator John Kerry, as well as a regulatory attorney specializing in national security law and a journalist covering financial and legal matters. He has written and lectured widely on corruption, human rights, counter-terrorism, international money laundering, sanctions, financial regulation, and illicit networks.

Wolosky is is a seasoned litigator and crisis manager who has served under the last three U.S. Presidents in significant national security positions. He has successfully represented clients in connection with various governmental investigations and sanctions matters, including those arising under the Foreign Corrupt Practices Act and the President’s IEEPA authorities, and in congressional and national security-related investigations.
